The advice is the same for each. This is what the official website says:
'Merano is situated at the junction of the Passeiertal/Val Passiria, Vinschgau/Val Venosta, Etschtal/Val d'Adige and Ultental/Val d'Ultimo valleys and can thus be accessed from different directions. The most common way to reach Merano is on the A22 motorway (Autobahn/autostrada) either from the north from Innsbruck, via the Brenner/Brennero Pass, or from the south from Verona, exit Bozen Süd/Bolzano sud) to Bolzano.
It can also be reached on ordinary roads via the Jaufen/Giovo Pass (Passeiertal/Val Passiria) or via the Reschen/Resia Pass (Vinschgau/Val Venosta).'
